Zabrina is Witt O’Brien’s Grants & Policy Director with expertise in affordable housing, non-profit/non-governmental organization management, and Federal grant compliance. She has nearly two decades of experience helping communities secure, spend, and comply with Federal funding requirements. Most recently she supported communities across the nation with Emergency Rental Assistance Program (ERAP) and American Rescue Plan Act (ARPA) funding, while managing a related portfolio of over $800 million in Federal awards.

Prior to joining Witt O’Brien’s, Zabrina served multiple community housing agencies, notably acting as the founding director of a non-profit for homeless families as well as developing and improving single-family and multi-family affordable housing.

Zabrina earned her MBA from the University of Tennessee, is a certified HUD housing counselor, and holds a Project Management Professional certification as well as training certifications in various areas of non-profit management, affordable housing funding, finance, and grants management.
