Victoria Kelley

Victoria serves as Director of the Witt O’Brien’s Debris Services team within the Readiness and Response practice. As Director, she leads a team of skilled debris services professionals and project managers to support all-hazards field services and post-disaster debris management support, including operations as well as debris planning activities.

Applying her expertise in field operations, debris/recovery operations, and client-facing consulting, Victoria’s work continues to be instrumental in delivering large-scale projects including supporting recovery efforts for floods, hurricanes, ice storms, severe weather, and other all-hazards events. Notably, Victoria developed and implemented the policies now in use by Witt O’Brien’s debris teams during deployments. She has also trained and mentored staff, scheduled and led project activations, managed project costs, and supervised project quality assurance and control.

Previously, Victoria worked in law enforcement and education and began her emergency management career at Witt O’Brien’s in multiple debris removal monitoring roles. Victoria maintains multiple FEMA and OSHA certifications and holds a B.S. from the University of Mississippi.
