Rachel Ingle

Rachel has an extensive background in disaster preparedness, response, and recovery that includes work at the local, state, and federal levels and brings over 20 years of experience to Witt O’Brien’s.

She has led state-wide recovery efforts for short and long-term recovery as well as establishing recovery frameworks in alignment with FEMA. In her former position, she led the team responsible for the establishment and implementation of emergency management and crisis management programs for the largest private utility company in Puerto Rico. Rachel led the planning effort in receiving over $20 million in CDBG-MIT funding as well as over $19 million in CDBG-DR funding for municipal governments. She has experience in HMGP project management completing multiple project applications with the jurisdiction receiving over $5 million in funding.
