Matthew is a nationally recognized subject matter expert in the development of public policy, program and project management, research, and quantitative analysis focused on assisting State and local governments, NGOs and private non-profits with federally funded CDBG, CDBG-DR/MIT, HOME, RAD, ESG, NSP, CCDBG, SAMHSA, SSBG, EDA, HHS, FEMA PA, and HMGP programs.


He is the Managing Director and Practice Lead for an industry-leading team of professionals assisting Federal, State, Territorial, Tribal, and Local Government entities with the strategic, tactical, and operational administration of billions of dollars in annually appropriated federal funding. Currently focusing on leveraging historic congressionally appropriated funding targeting infrastructure investment, economic development, housing development and stability, Title IV and civil rights/equity, modernization of constituent services, and enterprise solution development/deployment.

Prior to joining Witt O’Brien’s, Matthew worked in a senior role in both the private and public sector supporting large-scale community redevelopment efforts in Texas, Louisiana, Mississippi, New York, Massachusetts, Oklahoma, North Dakota, Colorado, Puerto Rico, and the U.S. Virgin Islands.
