Get in touchMarcia serves as Associate Managing Director for Witt O’Brien’s Supports, Safety Net and Human Services team—helping our clients to navigate complex programs such as the Emergency Rental Assistance Program (ERAP), Homeowner Assistance Fund (HAF), and other large direct-to-beneficiary programs.
Marcia has a wealth of experience in recovery initiatives for the State of New York, having been part of the leadership team for post-hurricane efforts. She worked on disaster recovery through the HUD CDBG-DR program, beginning with the NYC Hoteling project after Superstorm Sandy. She later established the Housing Operations Team for the State’s Housing Recovery Program. Marcia and her team also implemented an award distribution system for the Single-Family Homeowner Program, distributing over 3,000 payments worth $100 million within a month of implementation.
At Witt O’Brien’s, Marcia has effectively designed and scaled case management programs for America’s most vulnerable populations across 14 states. Her services include program management, policy development, and stakeholder engagement. Responding to the need for ERAP and HAF programs, she expanded the team from 10 to over 1,000 employees in weeks, recently processing nearly $2.5 billion in applications and disbursements.
Marcia holds a BA from the University of Massachusetts Amherst and an MS from Long Island University.
