Valarie Philipp, MSCE, PE

Valarie is serving as a key Program and Project Management lead for numerous FEMA PA and grant recovery efforts in the continental United States for natural disasters as well as COVID-19. Valarie manages state down to City level government clients and healthcare and educational organizations with disaster response and recovery. Her 20 years of experience in this field gives her insight that helps clients assess disaster impact and navigate Federal grant programs to fast track their recovery efforts.

She also has extensive experience with debris monitoring and operations support, Federal/FEMA procurement compliance, and disaster planning and training initiatives. Prior to joining Witt O’Brien’s, Valarie served as FEMA Technical Assistance Contractor, where she performed building damage assessments, managed building assessment teams, developed Project Worksheets (PWs) and cost estimates, and oversaw debris operation eligibility for the 2004 and 2005 disasters that impacted South Florida.
