Karen is a thought leader and program design specialist assisting governments across the country with the development and implementation of streamlined but compliant assistance programs utilizing CARES Act Coronavirus Relief Funds. Karen has years of experience in planning and managing the U.S. Virgin Islands’ $1.9 billion CDBG-DR funds. As Section Chief at California’s Department of Housing and Community Development,

Karen was responsible for oversight and management of the Emergency Solutions Grant, HOME, Community Development Block Grant, CDBG-Disaster Recovery and Disaster Relief Initiative Programs. She also was responsible for managing California’s National Disaster Resiliency Competition award of over $70 million, as well as program development and implementation of the State’s $230M Neighborhood Stabilization Program, which made an acute and timely impact for households affected by the housing and financial crisis.

Prior to joining Witt O’Brien’s, Karen served as Chief of the State of California’s Department of Housing and Community Development Federal Programs Section. As Section Chief, Karen was responsible for overall management and oversight of the state’s annual allocation of approximately $100 million of HUD funded programs. Karen also was responsible for managing the state’s National Disaster Resiliency Competition award of over $70 million and the Neighborhood Stabilization Program award of $155 million. Karen served as a trainer for the Council of State Community Development Agencies (COSCDA), delivering CDBG training courses covering Cross Cutting Requirements, Basically CDBG for States, CDBG Boot Camp, CDBG-DR Boot Camp and CDBG Sub-Grantee Training, from 2016 through 2018.
