Amber has over 15 years of experience in the areas of FEMA Public Assistance (PA) Technical Assistance Contractor (TAC) staffing, personnel security, quality control plan implementation and proposal development. Amber serves in a Director level capacity as our Cadre Manager providing oversight for all internal and external staffing needs.

Prior to her role at Witt O’Brien’s, she served as the Fluor FEMA PA TAC Resource Coordinator and Task Order Manager for several consecutive Fluor FEMA PA TACs, where she managed the team’s overall readiness capacity, selected and mobilized staff for FEMA PA assignments. She thrives on getting to know each and every one of her teammates unique skill sets and abilities to provide clients with the most technically qualified and dedicated resources to help in their time of need.

Additionally, she supported 150+ federally declared emergencies and disasters in 40 states, FEMA Regional Offices, Centralized Processing Centers, and HQ initiatives. Task Orders ranged from appeals and closeout activities from the Nisqually Earthquake in 2001, through Hurricane Michael in 2019, COVID-19 Vaccine Site Support, Region IV, VI, VII and VIII projects. She has supported Proposal Management roles for various State, FEMA, Air Force, Army, Navy, FAA, and GSA contracts, most recently as a Proposal Manager for a Woman-Owned, Service Disable Veteran Owned Business Joint Venture to win their first 8(a) STARS III Contract.
