William Roche is an expert at leading programs and projects alike in various disaster planning, response and recovery operations. He has held multiple positions within the Department of Homeland Security (DHS) and the Federal Emergency Management Agency (FEMA), Region IX over the course of 20 years.

Matthew Erchull is a nationally recognized subject matter expert in the development of public policy, program and project management, research, and quantitative analysis focused on assisting State and local governments, NGO’s and Private Non-Profits with federally funded HUD, HHS, FEMA, DHS, EDA, DOT, DOI and DOJ grant programs.
