The global COVID-19 pandemic continues to worsen and compound daily. In the US, we're now in the state of National Emergency which opens up access to billions and possibly trillions in emergency funds for state, local and territorial governments, healthcare and other key organizations to get much needed funding to help them combat the impacts of the virus on their communities and organizations.

We continue to actively monitor the global situation. To date, there have been over 6.1M confirmed cases of Coronavirus with 372,566 total deaths worldwide.

Andy Robinson, Senior Managing Director of Witt O'Brien's Public Sector operations, has over 25 years’ experience in strategic consulting, program management and solutions development - developing leading edge approaches and methodologies in disaster recovery, enterprise resilience, pandemic response and cyber security. He's managed more than 80 programs and projects in the commercial, civilian, defense, and intelligence areas. Previously, Andy has served as Executive Director of the Road Home Program Management Office (PMO) in Louis, responded to EBOLA by arranging the civilian force volunteers for Army Force Providers which supported logistics for the DOD response in Africa and supported the development of the HHS/ASPR TRACIE system for pandemic response domestically. He recently supported the U.S Virgin Islands Sheltering and Temporary Essential Power (STEP) recovery program after the devastation caused by Hurricanes Irma and Maria and designed the PMO system for the support of the Office of Disaster Recovery (ODR) portfolio in USVI.

Brad Gair, Senior Managing Director for Witt O'Brien's Public Sector, has decades of experience in local, national, and international emergency management and disaster recovery. He is currently leading the $8 billion disaster recovery program for the U.S. Virgin Islands. Prior to joining Witt O'Brien's, Brad had been appointed by former NYC Mayor Bloomberg as the founding Director of the NYC Office of Recovery Operations after Superstorm Sandy, leading all housing recovery efforts. While serving NYC in various roles, Brad developed the $650 million Rapid Repairs Program; led the $2 billion housing recovery program that included repair, rehabilitation and reconstruction plus resiliency improvements for more than 25,000 residents; and coordinated the implementation of a $4.2 billion CDBG-DR program.

Jonathan Hoyes

Jonathan Hoyes


Jonathan Hoyes, Public Assistance Subject Matter Expert for Witt O'Brien's, has 25 years of experience serving in public service emergency management and as a private consultant in infrastructure systems and risk management. Prior to joining Witt O'Brien's, Jonathan served as the Director of FEMA's Public Assistance (PA) Division where he led field delivery of infrastructure and community assistance for Public Assistance, Individual Assistance (IA), and Hazard Mitigation programs in all ten FEMA regions. Jonathan also led the formation and stand up of FEMA Office of Response and Recovery's (ORR) Field Operations Directorate (FOD) in 2015. He also led the development and revision of the National Recovery Doctrine. Jonathan has an engineering background and helped create one of the top professional engineering consulting firms in the Mid-Atlantic region earlier in his career.

Colin Vissering

Colin Vissering, Managing Director of Preparedness and Mitigation for Witt O'Brien's, offers more than 25 years of experience with planning, environmental and historic preservation compliance requirements and managing preparedness and mitigation grant programs for federal, state and local governments; and educational and healthcare institutions. He has not only led national-level program policy development for FEMA and other agencies, but has also been deployed in senior advisory roles to the majority of catastrophic disasters since the early 1990’s. He brings a blend of expertise in urban planning and recovery and mitigation programs to support implementation of innovative resiliency programs and projects across all sectors.

Norberto Duenas, Associate Managing Director, has over 30 years of experience in public service and is currently providing assistance to the City of San Jose in support of the COVID-19 response efforts. He also led the $1.8 billion CDBG-DR program for the USVI recovery post-Irma and Maria. Prior to joining Witt O'Brien's, he served as the City Manager of San Jose CA, America’s 10th largest city, where he led the significant investment in emergency preparedness and training. Norberto is a recognized expert in local government strategy and policy, is skilled in fostering collaborative environments, and bringing diverse groups of stakeholders together to reach consensus.

Charlie Fisher, Senior Managing Director for Witt O'Brien's Public Sector, is experienced in managing crisis preparedness, response and recovery programs for government, education, healthcare, and corporate markets. Governors, general counsels, city mayors, university presidents and corporate CEO's look to Charlie’s insight and leadership in emergency preparedness and post-incident review. His reputation and operational style are a perfect match to strengthen our client relationships. As an expert investigator, Charlie’s independent assessments also gain attention—in the Indiana State Fair structure collapse Charlie’s review directly contributed to improved resilience. He is always in demand as a presenter on the global resilience conference circuit, having shared this thought leadership on five continents.

John Paczkowski

John "Patch" Paczkowski, Senior Managing Director for Witt O'Brien's Public Sector, has deep leadership experience in emergency management, homeland security, infrastructure protection, public safety and Defense Support of Civil Authorities (DSCA) support. While serving as Assistant Director for Operations at the Port Authority of New York and New Jersey, Paczkowski led the agency’s emergency operations center post-9/11 terrorist attacks and was later appointed Director of Emergency Management and Security. As such, in partnership with DHS and FEMA, he created several groundbreaking regional emergency management and infrastructure security programs.
