Brad Gair

Brad Gair, Senior Managing Director, has decades of experience in local, national, and international emergency management and disaster recovery. He is currently leading the $8 billion disaster recovery program for the U.S. Virgin Islands. Prior to joining Witt O'Brien's, Brad had been appointed by former NYC Mayor Bloomberg as the founding Director of the NYC Office of Recovery Operations after Superstorm Sandy, leading all housing recovery efforts. While serving NYC in various roles, Brad developed the $650 million Rapid Repairs Program; led the $2 billion housing recovery program that included repair, rehabilitation and reconstruction plus resiliency improvements for more than 25,000 residents; and coordinated the implementation of a $4.2 billion CDBG-DR program.

Jonathan Hoyes, Senior Managing Director, serves as our Senior Managing Director, Government Solutions, and brings with him over thirty years of public service and private sector experience in Emergency and Risk Management. He has a proven track record of executive leadership, delivering outcome-driven approaches, providing strategic advisory services, and successfully leading complex organizations. His leadership responsibilities as a career member of the federal government’s Senior Executive Service (SES) include being the Accountable Executive for one of the nation’s largest infrastructure and community assistance programs grant programs. As the Lead Federal Official and Federal Disaster Recovery Coordinator (FDRC) in Puerto Rico and U.S. Virgin Islands in 2019, Jonathan coordinated federal recovery assistance for events estimated at almost $100B.

Norberto Duenas, Associate Managing Director, has over 30 years of experience in public service and is currently providing assistance to the City of San Jose in support of the COVID-19 response efforts. He also led the $1.8 billion CDBG-DR program for the USVI recovery post-Irma and Maria. Prior to joining Witt O'Brien's, he served as the City Manager of San Jose CA, America’s 10th largest city, where he led the significant investment in emergency preparedness and training. Norberto is a recognized expert in local government strategy and policy, is skilled in fostering collaborative environments, and bringing diverse groups of stakeholders together to reach consensus.

Matt Erchull

Matt Erchull


Matt Erchull, Senior Consultant, is a nationally recognized subject matter expert in HUD funded CDBG, HOME, NSP, and CDBG-DR programs; has critical experience working with FEMA’s Public Assistance and Mitigation programs and knows how to deliver multi-jointed funding strategies to assist impacted communities. Prior to joining Witt O'Brien's, Matt worked in New York serving as the Director of Research & Strategic Analysis for the state’s Superstorm Sandy recovery. He is a HUD recognized technical assistance provider for CDBG-DR, and has previously supported large-scale community redevelopment efforts in Texas, Louisiana, Mississippi, Massachusetts, Oklahoma, North Dakota, Colorado, Puerto Rico and the U.S. Virgin Islands.
