Valarie Philipp, Senior Program Manager
Valarie Philipp has 11 years of experience in emergency management, including disaster response, recovery, and technical assistance in all aspects of grants management to state, county, and local government entities as well as health and educational based and private non-profit organizations.
Ms. Philipp currently serves as a subject matter expert and technical grant advisor assisting various governmental clients with planning and training initiatives, appeals resolution, FEMA grant and disaster closeouts, Office of Inspector General audits, and contract procurement as well as many other grants management functions.
- City of Miami, Florida, Long-Term Disaster Recovery - As project manager, oversaw all aspects of planning, response, and recovery, from project inception through disaster closure and financial audits for the 2005 disasters. Assisted the city with the final inspection and closeout of 27 large FEMA Project Worksheets with obligated funds in excess of $34 million, mostly related to debris removal and emergency protective measures. Secured over $9.5 million in unclaimed obligated funds and overruns resulting from closeouts including collecting and reviewing all pertinent documentation from various departments, reviewing in-house Kronos time and payroll reports, and preparing Summary of Documentation files and Requests for Reimbursement. Additionally, during the closeout process, assisted the City with responding to Office of Inspector General audit findings to recover more than two-thirds of the $3.8 million of funds in question.
- Florida Department of Transportation (FDOT), Long-Term Disaster Recovery - As Public Assistance Coordinator, assisted with final inspections and closeouts, appeals, grant reimbursements and FHWA DDIR preparation. Provided QA/QC on statewide closeout activities for 110 large Project Worksheets for nine State of Florida disaster declarations in 2004, 2005, and 2007 with obligated funding in excess of $75 million. Worked with FDOT Districts in southeastern Florida to compile supporting documents for FEMA closeout activities to support obligated funding. Prepared and reviewed documentation for multiple jurisdictions’ DDIRs in Miami-Dade County, totaling more than $8 million.
