The foundation for any entity’s emergency management program is its emergency operations plan (EOP). The EOP sets the policy and process by which an organization, jurisdiction, or community’s people, resources, and capabilities are leveraged to prepare for, respond to, and recover from an incident of critical significance. A properly developed and maintained EOP or comprehensive emergency management plan (CEMP) can save lives, time, and money and promote a smooth transition to recovery.
