2017 IMT TTX

O’Brien’s Vessel Services team is pleased to announce that our 2017 Annual Incident Management Team Tabletop Exercise (IMT TTX)* will be hosted in Long Beach, California at the Marriott on March 9 and 10. We invite you and your staff to attend, observe, and participate in our annual large-scale (150+ attendees and players) emergency response exercise and training seminar. This challenging exercise tests the interaction, communication, and problem solving between the Incident Commander, Federal and State On-Scene Coordinators, and IMT members, including the USCG, California Office of Spill Prevention and Response (OSPR), OSRO, SMFF, the vessel operator’s representative, P&I club correspondents, and other stakeholders in the critical stages of a vessel casualty. This year's worst case discharge scenario will involve increased salvage and marine firefighting complexities in addition to an oil spill near Long Beach, CA resulting from a collision of two vessels.

The annual IMT TTX is an important element in our ongoing “Partnership in Compliance” program. As required by USCG’s “Preparedness for Response Exercise Program (PREP) Guidelines”, each Vessel Response Plan Holder must test their plan by conducting an exercise with their incident management team annually. The State of California also requires Plan Holders to conduct an annual IMT TTX.

As your designated IMT, ORM designs, conducts, evaluates, and reports these exercises on your behalf in order to ensure compliance. To make it easy for you to comply, we conduct a PREP IMT TTX at strategically located cities around the world.

As always, there is no limit to the number of participants that can attend from your company. You may also send participants to one or more of the venues. We want the IMT TTX to be available to as many of your staff as possible. Please plan on sending a representative to one of these exercises.

* Note: The 2016 PREP Guidelines have replaced the term Spill Management Team Tabletop Exercise (SMT TTX) with Incident Management Team Tabletop Exercise (IMT TTX) as the scope of exercises may include more than just oil spill response (i.e. salvage). The 2016 PREP Guidelines also now require plan holders to participate in a Salvage and Marine Firefighting Table Top Exercises (SMFF TTX). We will be coordinating with the SMFF service providers to integrate these requirements into our IMT TTX event in order to provide one event that will satisfy all requirements. Those who attend one of our IMT TTX events will be issued certificates documenting participation in a combined exercise which also satisfies compliance with the SMFF TTX for 2017.

Who Must Attend an Annual IMT TTX

  • At least one representative for each plan (VRP) holder must attend one of the exercise venues.
  • As always, participation is unlimited. You may send as many participants to as many venues as you like.

O'Brien's Response Management Goes Green

To help meet our continuing commitment to conservation and the environment, we are "Going Green" for the 2016 IMT TTX Program. We will make handouts and presentations available on VesselProTM for you to download, print (as needed) and bring to the IMT TTX. Incident Management Team Experience

This event provides a unique opportunity to observe the largest and most experienced full time and contracted network of professional responders to all hazards and responses in the US spanning the last three decades. Our team has hands-on experience in strategic and tactical decision making and have managed or provided technical support for some of the largest natural disasters and environmental emergencies, including the Deepwater Horizon and the Enbridge Pipeline oil spills as well Hurricanes Sandy, Katrina, Rita Ike and Gustav. Witt O’Brien’s was the primary response manager for the most significant maritime incidents in recent history including the T/V Dubai Star, M/V COSCO Busan, M/T Athos I, and M/T Exxon Valdez. We combine experience with state-of-the-art tools to be sure we stay ahead of paper work and reporting required in the federally mandated National Incident Management System (NIMS) Incident Command System (ICS). Regardless of the size of the event, ORM leverages our extensive knowledge and relationships with USCG and other federal and state agencies to make sure your response operations are scaled to meet your needs, cost effective, and properly documented.
